Tara K. Mangum, DO is a Child Neurologist at Barrow Neurological Institute at Phoenix Children’s, where she also serves as Program Director for the Child Neurology Residency. She is board certified by the American Board of Psychiatry and Neurology in Neurology with Special Qualification in Child Neurology. Dr. Mangum is dedicated to advancing pediatric neurological care and medical education, with a strong commitment to training the next generation of child neurologists.

Billie A. Winegard, MD, MPH

Billie A. Winegard, MD, MPH is a graduate of The University of Arizona College of Medicine - Phoenix in 2012. It was during this time that she discovered her love in caring for and finding connection with kids and their families. This led her to complete a pediatric residency at Phoenix Children's/Maricopa Medical Center in 2015 and a fellowship in Pediatric Hospice and Palliative Medicine from Nemours Children’s Hospital in 2016. She had the honor of bringing Pediatric Palliative Care to central Illinois at the Children’s Hospital of Illinois before moving back to Arizona where she serves as an attending physician at Phoenix Children's and as a Pediatric Physician for Hospice of Valley. In these roles, she works closely with the interdisciplinary teams as the physician lead for the Perinatal Palliative Care Programs for both organizations.
